Head of Finance and Property Services (Deputy Section 151 Officer) - Welcome from the Director of Corporate Resources

Mick Wildman

Dear Candidate,

Thank you for taking an interest in the role of Head of Finance and Property Services. Within this pack I hope to give you a flavour of what Bassetlaw has to offer, as well as a brief introduction of the service area that you could be responsible for.

Firstly, you may not know that Bassetlaw is an incredibly attractive place to live and work. With a population of over 118,000, it is the most northerly and second largest district of Nottinghamshire and borders Derbyshire, South Yorkshire and Lincolnshire with two main population centres – Retford and Worksop, each of which is surrounded by a network of picturesque villages. It is also well known for being nestled between, and therefore easily accessible from, the M1 motorway and A1.

At Bassetlaw, we are strongly committed to maintaining good financial health and financial sustainability whilst ensuring that we are well placed to address any future challenges. Whilst many of our underlying financial pressures remain, we have a robust financial strategy in place and, as deputy Section 151 Officer for the Council, you will be providing high-quality financial advice, information, analysis and interpretation to finance colleagues and other council officers to underpin effective decision-making, meaningful performance management and to meet our statutory requirements.

If you are looking to move into a more strategic role, helping to shape the organisation for the future, with responsibility for a wide range of important services, we would love to hear from you. In your role as Head of Service, you will help to shape our vision and play an integral part in the ongoing development of the Bassetlaw district. As the Head of Finance and Property Services you will play a key enabling role in the delivery of the Council’s vision and strategy, responsible for the leadership and continuous improvement of a range of support functions and disciplines including Finance, Property, Growth and Enterprise and Revenues and Benefits.

The role will contribute to the Council’s strategic direction and provide support in delivering key Council objectives. You will join our Corporate Management Team including six other Heads of Service, for Corporate Services, Neighbourhoods, Housing, People & Culture, Growth & Economic Prosperity and Planning & Place. You will also collaborate with elected members and key partners to ensure our local strategies are delivered to the highest standard.

If successful in your application, you will be joining us at a time where we have many exciting challenges ahead of us. The District has just been selected as the future home for the UKAEA's STEP prototype fusion energy plant, a globally significant project which will bring unprecedented levels of investment into the area. You will play an important role in the future delivery of the project as well as ensuring that the District gains the maximum benefit from STEP. Alongside this we have also been successful in receiving £62m of regeneration funding for Bassetlaw, including Leveling Up Worksop town centre which is an important part of our exciting and wide ranging capital programme which will deliver important benefits and outcomes to Bassetlaw residents over many years.

If you would like an informal chat about the position, I would be happy to provide you with more details and an insight into my aspirations for the service.
