Head of Finance and Property Services (Deputy Section 151 Officer) - Person Specification

Key requirements

  • A CCAB professional qualification enabling the post holder to act as Deputy Section 151 Officer.

  • To have experience of managing successfully in a relevant professional area in a multi-functional public sector organisation, preferably local government, and to be able to demonstrate experience of service planning and financial/budgetary regimes including experience of the annual budget and council tax setting process and production of the annual statement of accounts ensuring compliance with relevant statutory requirements and codes of practice.

  • To be able to provide effective and visible leadership to multi-disciplinary teams of professional, operational and support staff including integrating diverse teams into a cohesive Division.

  • To be able to manage the interface between elected Members and officers and have experience of advising and building working relationships in a political environment, inspiring trust and confidence whilst demonstrating political sensitivity and awareness.

  • To be able to demonstrate excellent financial management skills, implementing strategies and processes to ensure that budgets and financial targets are met whilst ensuring sound financial governance

  • To be able to demonstrate a commitment to quality, customer-focused services, integrating customer care strategies and targets into service delivery

  • To be able to demonstrate evidence of providing sustained service improvements and have experience of successful change management and project management delivery.

  • To be able to demonstrate effective, clear and consistent communication skills and the ability to present written and oral information in an understandable and relevant way to suit different audiences.
