The Charging Schedules
The Council has adopted charging schedules which set out the rates at which CIL is to be charged on development.
There are currently two charging schedules in effect which apply depending on when your planning permission was granted.
If your development was approved on or after 1 June 2024, the Bassetlaw Community Infrastructure Levy Charging Schedule 2024 will apply.
For older developments first approved between 1 September 2013 and 31 May 2024, the Bassetlaw Community Infrastructure Levy Charging Schedule 2013 applies.
What are the current CIL rates?
CIL is charged per square metre of new development. The rates are published in the charging schedules and are then indexed each year. By indexing the rate, we make sure that the money we collect keeps pace with inflation and the costs of providing infrastructure for the community.

Annual Rate Summary 2026 - Bassetlaw District Council Charging Schedule 2013
This charging schedule took effect on 1 September 2013. It applies to permissions granted between 1 September 2013 and 31 May 2024. The annual rate summary relates to 2026. Maps showing the charging zones can be viewed within the Charging Schedule.

How is the CIL liability calculated?
The CIL charge is calculated using a standard formula:
CIL charge = relevant CIL rate x chargeable floorspace x index adjustment
The 'relevant CIL rate' will be the rate listed in the Charging Schedule for the type of use (housing, retail, etc). If your development contains more than one type of use, each use will be calculated separately and added together for your total CIL liability.
The chargeable floorspace will be the gross internal area of new development. This means the building is measured to the internal face of its perimeter walls. For detailed guidance on what is included when measuring the gross internal area, refer to the Gross Internal Area Guidance Note.
Deduction for existing floorspace
You may deduct existing floorspace from the chargeable floorspace if it is to be retained or demolished and has been in continuous lawful use. The floorspace must have been in lawful use for at least six continuous months within the three years before your permission was granted.
You must provide evidence of its use to us, which may include a combination of leases, energy bills, council tax bills/payments, photographs, and/or a sworn statement.
How can I pay the CIL liability?
After you start your development, we will issue a demand notice and invoice explaining how to pay. Depending on the value of your CIL liability, you may be able to pay in instalments under our instalment policy if you have followed the CIL Process correctly.
Paying in instalments?
If you have followed the steps of the CIL Process correctly, you may be allowed to spread your payment(s) over longer periods. Our expectations are set out in the CIL Instalment Policy 2024 and how long you have to pay depends on the amount of your CIL charge. Your demand notice and invoice will tell you the instalments and due dates applicable to you.
Payment in kind (land or infrastructure)
In some cases, we may accept part or all of your CIL charge to be paid by provision of land or infrastructure. This must be agreed with us in writing before you start your development. For further details, refer to the CIL Payment in Kind Policy.
