Job Title: Energy & Sustainability Co-Ordinator

Responsible To: Property and Development Manager

Responsible For: The effective management of the Energy & Sustainability functions of the Housing Service.

General Job Objective:

To be Housing Management’s advisor in respect of all building related sustainability issues and will lead on developing the department’s carbon reduction plan, in consultation with customers.

Lead on modelling carbon reduction outcomes from different scenarios of proposed major works and recommending optimal investment as part of our capital works programme. You will also lead on identifying and applying for sources of funding where available, to carry out these works. 

Responsible for working with customers to develop projects and identify funding to reduce the cost in use of their homes, address fuel poverty and deal with other sustainability issues, including damp & mould. In addition, introduce reporting systems to monitor and capture and report on the baseline and any progress made in these areas, and ensure that this information is shared to the necessary audiences.

Develop the authority’s damp & mould strategy, including the formation and development of pilot schemes introducing innovative technology to help reduce damp & mould in council HRA stock.

Key Responsibilities

        Setting departmental and building targets and identifying measures to achieve targets. 

        Input into the Housing Asset Management strategy on issues of sustainability and carbon reduction. Also contribute to the authority’s overall Cost of Living strategy, and ensure data is provided which will contribute to the necessary trend analysis.

        Take responsibility for working with the delivery teams and data teams in property services and to take the lead in modelling the effect that future and potential future projects would have on overall carbon reduction. 

        Work with the delivery teams, data teams within property services and residents to put together and report on an integrated and combined programme of work.

        Identify and apply for external funding where appropriate, for sustainability projects, both at feasibility stage and for projects that get taken forward to full implementation.

        Be the department’s lead advisor on matters of sustainability and carbon reduction as they apply to all the different projects in the capital programme and to potential future projects. This includes but is not limited to: a) lead on technical energy engineering projects, identifying both innovative and proven technologies to deliver net zero carbon on our housing estates. b) advise on heating system refurbishment / future proofing, to ensure energy efficiency and cost-effective energy provision for housing customers.

        Liaise with residents on general matters of policy and on project specific schemes so that customer views can be understood and complex matters to do with sustainability and carbon reduction can be explained, this will involve attending resident meetings as necessary.

        Work with the Housing Procurement Co-ordinator to develop design briefs and materials specification to deliver energy efficiencies across the Housing department’s portfolio and ensure these are delivered across all necessary service areas, to promote consistency in product.

        Advise on carbon zero and energy systems for major retrofit and new build housing developments 

        Produce the Council’s carbon reduction plan for its Housing stock, in consultation with the delivery teams and customers.

        Develop and implement reporting systems providing management information about energy usage and overall effectiveness of the energy programme.

        Assist the Council’s climate change lead in the delivery of commitments, and lead the develop of the Council’s Climate Change and Air Quality Strategy and ensure Housing Management complies with national and European energy related legislation and policy. 

        Keep under review the programme of Energy Performance Certificates reviews, making recommendations for change if required, and working with the Housing Data Officer to ensure the council’s asset management database is populated / updated as necessary, and assist with all necessary required returns.

        Prepare and present technical reports to a wide audience, including non-technical officers and members. 

        Work with the Housing Asset Co-ordinator to ensure any applicable data is collected to support the energy / damp work streams, via the annual rolling stock condition survey process.

        Form part of the Property & Development Management Team and deputise for the P&D Manager when appropriate. 

        Represent Housing Management at external forums as required. 

        Undertake other duties commensurate to the grade of the post.

 

SPECIAL FEATURES OF THE POST

You may be required to carry out your duties at your present workplace or some other Council site.

The post holder will be employed under the NJC for Local Government Services.
