Building Safety and Compliance.

Ensuring that the Council as a landlord, meets its statutory and regulatory responsibilities in respect of Gas Safety, Electrical Safety, Fire Safety, Asbestos Management, Water Safety and Lift Safety. 

Health and Safety for the Service.

Providing advice and ensuring instances of health and safety are addressed in accordance with the H&SW Act and other statutory and regulatory requirements are met in the Housing Service.

Responsible for:

The delivery of the council’s annual HRA Capital Programme, which include kitchen, bathroom, roof and boiler replacements, in line with property stock condition data held centrally, but also work streams such as fire safety, asbestos survey and removal and the delivery of the councils HRA decarbonisation targets by 2035.

The Property & Development Team also is responsible for managing large sale refurbishment and new build projects, to ensure the housing product the council has to offer is current and modern.

Disabled Adaptations - project management of contracts and overseeing works to facilitate disabled adaptations to private and council homes.

Responsible for:

Provision of a 24/7 365 days a year response to emergency repairs in the Council’s Housing Stock and ensure a ‘make safe’ or repair is carried out appropriately.

Programming and carrying out routine repairs and maintenance to the Council’s Housing Stock in accordance with the Council’s Repairs Policy and the Council’s repairing obligations.

Gas Servicing and Electrical Testing.

Programming and carrying out cyclical repairs and maintenance to the Council’s Housing Stock in accordance with the Council’s statutory and regulatory obligations and the Repairs Policy.

Responsible for:

Strategy, Policy, and Service Improvement.

Housing Performance Management Framework including ensuring the requirements of the Regulator for Social Housing are met including the Tenant Satisfaction Measures.

Provision and operation of a high-quality tenant engagement service, ensuring tenants are involved in providing active scrutiny and involvement in service development.

Customer Experience (Complaints).

Promoting and monitoring customer care standards, including complaint handling and resolution.

Responsible for:

Rent Collection and Accountancy.

Tenancy and Estate Management.

Ensuring that both Tenant and Council obligations in respect of the management of tenancies and estates are met.

Tenancy Sustainment.

Providing support to existing and new tenants who may be at increased risk of losing their tenancy.

Supported Housing / Lifeline Service.

Provision of floating support service for residents in council bungalow schemes and independent living centres. Management of the Lifeline (Red Button) Service.

Bookings and management of the Council’s 7 Community Centre.

Housing Solutions Manager

Responsible for:

Management of the Council’s Housing Waiting List and the allocation of the Council’s Housing Stock in accordance with legislative requirements, codes of guidance and the Council’s Allocations Policy.

Providing housing advice, preventing, investigating, and relieving threats of homelessness, homelessness, and rough sleeping (including the provision of emergency and temporary accommodation, in accordance with the Council’s statutory duties.

Administration of Disabled Facilities Grants in accordance with statutory responsibilities.

Management of works to empty council properties to ensure they there are undertaken in accordance with the Council’s statutory responsibilities.
