Policy 16 of the Local Plan identifies that the following infrastructure and services should be provided through the new development:


  • 25% of homes will be for affordable housing, 25% of these will be First Homes for first time buyers
  • All market housing should be designed as accessible housing for older people
  • 10% of homes should for self-build and custom build housing
  • A residential care home

Green/blue infrastructure

  • 3ha of open space; to include children’s play space, amenity space and allotments and green space next to Carlton Road
  • Protection of 8.1ha of existing woodland and hedgerows
  • 10% biodiversity net gain
  • 5 new trees per home
  • Green corridor along the distributor road
  • Woodland buffer on the northern boundary
  • Green buffer along the southern boundary

Social and community facilities

  • 5ha of land for a 2 form entry secondary school satellite on site. Peaks Hill Farm and other new housing in the Worksop area will provide a financial contribution towards delivery
  • A Local Centre, including a convenience goods store on site
  • Financial contribution towards primary healthcare (improving doctor’s surgery) in the area
  • Financial contribution towards improving Bassetlaw Hospital
  • A community centre and sports facilities on site

Transport infrastructure

  • A distributor road connecting the A60 Carlton Road and the B6045 Blyth Road, capable of accommodating public transport and a marked cycle lane
  • High quality, safe and direct walking, cycling and public transport routes within the site
  • Pedestrian and cycle links from the site to neighbouring areas to the south
  • Highways demand management measures
  • Financial contribution towards a high frequency bus service from the site to Worksop and the town centre and new bus stops across the site
  • Connections to the public rights of way network to the east and west
  • Financial contribution to improve:
  • B6045 Blyth Road/Farmers Branch junction
  • B6045 Blyth Road/B6041 Kilton Hill


  • The site promoters should agree a masterplan framework with the Council – this should be after consultation with the local community. This should include:
    • A delivery strategy and a phasing plan; including the number and phasing of homes and businesses, and the infrastructure to be provided for each phase
