Submission of Bassetlaw Local Plan 2020-2038

Publication Version, Publication Version Addendum and Publication Version Second Addendum – Regulation 22

The council submitted the Bassetlaw Local Plan 2020-2038: Publication Version, Publication Version Addendum and Publication Version Second Addendum to the Secretary of State on 18 July 2022 for independent examination, in line with the Town and Country Planning (Local Planning) (England) Regulations 2012 (2) - Regulation 22. Please see relevant information regarding next steps in the Local Plan Examination below.

The examination hearings took place between November 2022 and January 2023.

As part of the examination process, the independent Local Plan Inspectors identified Main Modifications that they considered necessary to ensure the Plan is legally compliant and sound. Only the Inspectors can identify Main Modifications. Consultation took place on the Main Modifications for a period of six weeks, from 22 August 2023 to 3 October 2023. The Local Plan Inspectors

The Secretary of State has appointed Anne Jordan BA(Hons) MRTPI and Alison Partington BA(Hons), MA, MRTPI to undertake the independent examination into whether the Bassetlaw Local Plan is sound and complies with all the legal requirements. The criteria for soundness were whether the Plan’s policies are positively prepared, justified, effective and consistent with national policy.

The timetable for the examination was determined by the inspectors and was able to view, along with further details of the examination as it progressed, within the ‘News on the Local Plan Examination’ page.

Programme Officer

Carmel Edwards was appointed as the Programme Officer for the examination. She was independent of the council and reported directly to the inspectors. Ms Edwards was responsible for all procedural and administrative matters relating to the examination.

Hearing Sessions

As part of the examination the Inspectors held a series of public hearings. The hearing sessions took place between 29 November 2022 and 12 January 2023

Venues: The venue for the hearings was Worksop Town Hall except for Tuesday 6 December when it was Retford Town Hall. There was an additional virtual hearing sessions on Thursday 12 January 2023. All the sessions were open to the public to observe.

Representations

Bassetlaw District Council consulted upon the Bassetlaw Local Plan 2020-2037: Publication Version, between 2 September 2021 and 21 October 2021.

A second consultation, on the Bassetlaw Local Plan 2020-2037: Publication Version Addendum between 6 January 2022 and 17 February 2022.

And a third consultation on the Bassetlaw Local Plan 2020-2038: Publication Version Second Addendum was necessary due to one of the two landowners unexpectedly withdrawing their site from the proposed Garden Village development shortly before submission. The consultation was held to address changes resulting to the Local Plan and related submission documents and evidence base. This consultation commenced on the 10 May and closed on the 21 June 2022.

Representations received during both these consultations have been sent to the Inspector as part of the evidence base for submission and can be viewed in the ‘Regulation 19 Consultation Responses’ page.

Representations received were sent to the Planning Inspector. The Planning Inspectorate Privacy Notice provides advice about how the Planning Inspectorate will process any personal information. It is very important that you read and consider these notices carefully because they explain how your personal information will be used and stored.
