Street Trading Policy Amendments Update

Bassetlaw District Council’s Licensing Committee has approved four amendments to its Street Trading Policy and has now referred this decision to Full Council in March, where councillors will decide if the policy should be adopted.

Two of the amendments put to the Licensing Committee on Wednesday 14th January included the introduction of a new type of street trading consent called a ‘Premise Pitch Consent’. This will allow business premises, such as pubs, to host licensed Mobile Street Traders, without the 20-minute restriction that is normally applied.

A further amendment will allow mobile street traders and businesses applying for a Premise Pitch Consent to pay their licencing fees in instalments over the course of the period of their consent, rather than in full at the point of application.

The Council’s Street Trading Policy was renewed in September 2025, which included a period of public consultation. Following the publication of the policy it became evident that the licensing and fees structure did not allow for the now popular practice of pubs and other venues hosting different mobile food traders as part of themed nights.

Amendments to this policy were presented to Licensing Committee in November 2025 and a further period of public consultation was carried out in November and December 2025.

The results of this consultation were included in the latest report to committee, which has put forward a process that offers premises the flexibility to invite different mobile businesses to trade from a registered pitch on their premises, and Mobile Street Traders to be differentiated from traders who choose to trade in a set location.

Legislation is in place to ensure that Street Trading is carried out in a safe and legal way and Bassetlaw, along with many other Local Authorities in England, have adopted licensing practices that help to protect the public and small businesses.

The benefits of asking traders to be licensed helps to protect the public by monitoring standards such as food hygiene, electrical and gas safety, the right to work in the UK, vehicle safety and ensuring that a location is safe to trade from.

This licence includes fees and charges that will ensure that Street Traders and Premises are able to conduct their business in a safe and legally compliant way.

Street Traders will be required to hold a valid Street Trading - Mobile Trading Consent, which costs £558 for 12 months, and £509 for six-months.

Should the amendments be approved by Full Council in March, a statutory period of consultation will take place before the fees are adopted.

All fees generated by this, and other forms of licensing, may only be used to fund the costs of the administration of licensing within the Bassetlaw district.
