Responsible To: Planning Policy and Specialist Services Manager

Job Purpose: To play a key role in the preparation, implementation, monitoring and review of the Bassetlaw Local Plan and other planning policy documents and functions. The post holder will take a full and active role in the District Council’s Place Shaping agenda which is to promote sustainable development, healthy places and spaces and a vibrant built and natural environment.  

Key Responsibilities:                    

  1. To be an effective member of the Council’s Planning Policy and Specialist Services team.
  2. To carry out complex Planning Policy duties of all types to ensure compliance with statutory requirements, policies and procedures, all in accordance with relevant targets and standards.
  3. To lead on a planning policy specialism
  4. To lead on the preparation, management and maintenance of complex evidence to inform the development plan for the district including the procurement of consultants to support infrastructure delivery where appropriate.
  5. To produce hearing statements and act as an expert witness at the Examination in Public on behalf of the council and to represent the Council at public appeals in relation to planning policy matters.
  6. To represent the council on cross boundary planning policy matters with other local authorities and sub-regional partners.
  7. To advise and maintain effective relationships with other Council services, external partners, elected Members and the public as required regarding planning policy requirements and ways to achieve compliance.
  8. To provide support to neighbourhood plan groups in relation to the production of neighbourhood plans for their localities
  9. To facilitate and undertake relevant engagement on planning policy matters with other Council services, external stakeholders, elected members, parish councils and the district’s communities.
  10. To support the Policy Manager in the development and implementation of officer and Member training programmes in relation to Planning Policy functions.
  11. To project manage and mentor less experienced members of the team.
  12. To undertake continuing professional development to ensure competence in legislative and operational matters relating to planning policy.
  13. To attend any necessary meetings of the District Council and to attend public meetings as the representative of the Local Planning Authority as required, sometimes out of usual working hours.

The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.

The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.

The post holder will be employed under the NJC Conditions of Service for Local Government Services.
