Job Purpose: Effectively Deploy Parks & Open Spaces Resources
Key Responsibilities:
- To support the Parks & Open Spaces Manager in ensuring all services are delivered to required customer service and safety standards, and all available resources are utilised to maximise efficiency of the Service.
- To be responsible for ensuring all projects undertaken by the Service are managed in accordance with the Council’s Project Management Procedures and that suitable project plans are produced for each project prior to commencement. This will include the management and supervision of external contractors to ensure all works carried out are to the agreed standards.
- To be responsible for ensuring sites, buildings and equipment are maintained to required standards and that all statutory Health and Safety obligations for these resources are maintained, ensuring the safety and well-being of the public and staff members at all times.
- To assist the Parks & Open Spaces Manager in ensuring compliance with the Health & Safety and other relevant Council policies, the carrying out of COSHH and Risk Assessments for the Service and updating and maintaining associated records as necessary.
- To provide specialist/technical advice on parks & ground maintenance matters to Council officers, Elected Members and other external enquirers as required.
- To carry out appropriate tender and procurement procedures, for the purchase of external goods and services used by the Unit, ensuring the Council’s Financial Regulations and Standing Orders and other legislative requirements are adhered to at all times, liaising and negotiating with contractors as required and where appropriate.
- To liaise with members of the general public on service requests and complaints in a helpful and courteous manner, in line with Council policies.
- To facilitate the adoption of new public open spaces from developers, in conjunction with the Council’s Planning and Legal Services Units, ensuring Council and legislative requirements are always maintained. To ensure the efficient and timely use of CIL and Section 106 Funds arising from new developments.
- To assist Parks & Open Spaces Manager in identifying training & development needs for the workforce.
- Authorising holidays, undertaking sickness interviews & disciplinary investigations.
The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.
The post holder will be employed under the NJC Conditions of Service for Local Government Services.
