Job Purpose:     

To manage the Major Projects Team who facilitate large scale economic growth opportunities through the delivery of major complex planning applications. Working with high profile stakeholders, the team shapes, influences and delivers schemes of local, regional and national significance. Deputising for the Development Team Manager in their short term absence.

Key Responsibilities:                    

  1. To directly line manage a small team of specialised and highly experienced Planners expediting the progression and appraisal of major complex developments.
  1. To be responsible for strategic site delivery including the management of Nationally Significant Infrastructure Projects (NSIPs) in/or affecting the district’s administrative area.
  1. To have a comprehensive knowledge of legislative, policy, and procedural frameworks across the Planning function with a demonstrable understanding of Environmental Impact Assessment (EIA) development, viability appraisal and the ability to effectively negotiate significant quantums of planning obligation whilst maximising community benefits
  1. To represent the Planning Service and/or the Council at external councillor and/or officer meetings including (but not exhaustive) Planning Committee, Planning Consultation Group, Planning Appeals and to be the Council’s expert witness at Public Inquiries relating to both major developments managed by the Local Planning Authority and for NSIPs as a statutory consultee.
  1. To formulate an efficient process and budget monitor and manage all contracted services. This includes the procurement of assessment work to assist in the analysis of policy compliance and overall responsibility for effective planning performance agreement delivery.

  1. To assist in the development of policies, guidelines and procedures on planning related issues. To undertake specific work on the preparation and review of policies, procedures and guidelines as required.
  1. To keep up to date with legislative changes and undertake the training and development of both planning staff and Members; including sourcing relevant external courses, undertaking preparatory work and delivering confidently.
  1. To engage and manage relationships with a host of relevant colleagues, consultees and stakeholders including community groups to ensure transparency of decision making and engagement with third parties in a timely manner.
  1. To manage your own and the team’s performance in association with the Unit Manager and action plan for continuous improvement

The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.

The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.

The post holder will be employed under the NJC Conditions of Service for Local Government Services.
