Qualifications and Education
- Degree-level qualification or equivalent experience in Human Resources or Organisational Development Priority 1
- Chartered membership of the CIPD (or equivalent professional body). Priority 1
- Evidence of continuous professional development in leadership, transformation, or digital innovation. Priority 1
Experience
- Proven senior leadership experience in HR, organisational development, or transformation within a complex organisation. Priority 1
- Demonstrable experience in leading and delivering large-scale cultural and digital transformation programmes. Priority 1
- Experience in developing and implementing HR strategies including recruitment, retention, workforce planning, and employee relations. Priority 1
- Track record of improving leadership capability, staff wellbeing, and internal communications. Priority 1
- Experience in managing corporate governance, business case development, and benefits realisation. Priority 2
- Experience of working with elected members, senior stakeholders, and external partners. Priority 1
- Experience in managing change during periods of organisational restructuring or local government reorganisation is advantageous. Priority 2
Knowledge and Skills
- In-depth knowledge of employment law, HR best practices, and organisational development strategies. Priority 1
- Strong understanding of digital transformation, including emerging technologies and automation. Priority 2
- Excellent leadership and people management skills with the ability to inspire, empower, and develop high-performing teams. Priority 1
- Strategic thinker with the ability to translate corporate objectives into actionable service plans. Priority 1
- Strong financial and resource management skills, with knowledge of public sector financial regulations and procurement practices. Priority 1
- Excellent communication, negotiation, and influencing skills across all levels of the organisation. Priority 2
- Ability to manage risk, ensure compliance, and embed equality, diversity, and inclusion in all aspects of service delivery. Priority 2
