Head of People and Transformation - Job Description

Job title:                        Head of People and Transformation

Responsible to:             Chief Executve Officer

 

Key Responsibilities:                   

  1. To provide the lead on the council’s HR strategy including recruitment, retention, workforce planning, employee relations, reward and occupational health and safety policies.

 

  1. To lead on cultural change, employee engagement, and council resilience and lead initiatives to improve leadership capability, staff wellbeing, and internal communications by developing a strong performance and values-driven culture through learning and development strategies.

 

  1. To lead the council’s digital transformation strategy to modernise services and improve customer and staff experiences by promoting the use of emerging technologies, automation, and data analytics to drive innovation and efficiency.

 

  1. To provide the lead on corporate transformation programmes to deliver service improvements, major projects, cost efficiencies, sustainable change and organisational agility; and oversee governance, business cases, benefits realisation, and change management processes to support transformation initiatives.

 

  1. To be an effective member of the Corporate Management Team, contributing to the development of corporate objectives and translating them into service plans and performance measures.

 

  1. To provide visible leadership, motivating, empowering, developing and performance managing staff to deliver the Council’s Vision 2040 ambitions and service priorities.

 

  1. To engage and involve elected Members as appropriate, providing professional advice and support as required, and to monitor delivery against key milestones, providing clear and timely updates to senior leadership, elected members, and external partners, and oversee a well-structured and fully documented closure of the Council’s functions and responsibilities following local government reorganisation.

 

  1. Embody the Council’s values and embed a strong equality, diversity and customer centric ethos within the service.

 

  1. To anticipate future demands and develop plans that optimise the use of resources, ensuring robust processes are followed to comply with financial regulations, contract procedure rules and codes of practice.

 

  1. To ensure compliance with all corporate and statutory requirements, incorporating changes in legislation into Council policy and procedure proactively and to identify and manage risks associated with local government reorganisation, ensuring statutory, financial, legal, and safeguarding obligations are met throughout the process.

 

  1. Engage positively in effective partnerships which contribute to the achievement of the Councils objectives in relation to people and transformation.

 

The post holder is required to carry out any other duties appropriate for the grade and responsibility level of the post.

 

The post holder will be required to comply with relevant legislation and in accordance with the Council’s policies and procedures.

 

The post holder will be employed under the NJC Conditions of Service for Local Government Services.
