Job title: Building Control Manager

Grade: Grade 10

  • Priority 2 – Could not do the job without this, but provided have Priority 1 criteria, this could be developed in the job over an acceptable period
  • Priority 3 – Would enhance performance in the job, but is not essential

Key requirements:

Qualifications 

  1. Educated to degree level in a relevant subject such as Building Control, Building Surveying, Construction, and/or be able to demonstrate learning at an equivalent level. Priority 1
  2. Full corporate membership of the Royal Institution of Chartered Surveyors or the Association of Building Engineers, or similar Professional Institution membership at corporate level involving a significant Building Control element. Priority 1
  3. To be a Class 3 registered Building Inspector and to maintain that competency validation Priority 1

Knowledge

  1. Detailed practical knowledge of current Building Regulations Priority 1
  2. Ability to analyse complex situations, generate ideas, and propose creative sound solutions and provide sound and reliable advice to resolve operational issues Priority 1
  3. Experience of delivering consistently high performance by using innovative techniques Priority 1

Experience

  1. To have at least 5 years post-qualification experience in Building Control delivery Priority 1
  2. To have experience of facilitating the delivery of both domestic and commercial projects Priority 1
  3. To have experience of interpreting and delivering corporate strategies Priority 1
  4. To have experience of being an expert witness for the Council Priority 2
  5. Have acted in a management capacity previously Priority 2
  6. To have experience of working under pressure to meet operational standards and service users expectations Priority 1
  7. To have experience of budget management and monitoring in a local government environment Priority 2

Skills

  1. Able to demonstrate effective management, motivation and leadership skills Priority 1
  2. Displays a positive, ‘can do’, proactive and supportive attitude in a team environment Priority 1
  3. To demonstrate effective project management Priority 1
  4. To have excellent written, numerical and verbal communication skills with an ability to negotiate and influence a range of stakeholders on complex planning matters Priority 1
  5. To have experience of a range of IT systems, to be willing to support new ways of working, with a commitment to service excellence and continuous improvement. Priority 1
  6. To be able to participate in the dangerous structure rota out of hours, to be able to access meetings by car and to have a driving licence Priority 1
