What Are The Requirements  to Apply?

There are specific requirements that you must meet in order to progress with the application:

  • Must be a “fit and proper person” to hold a licence.
  • Must be at least 18 years of age
  • Must have held a full driver’s licence (not a provisional licence) granted under Part III of the Road Traffic Act 1972 authorising you to drive a motor car for at least 12 months prior to the date of the application. The driving licence must have been issued in the UK, the European Community (EC) or one of the other countries in the European Economic Area (EEA). Applicants that hold full EC or EEA licences for at least one year will have the length of time that they have held such licences taken into consideration, however holders of these licences will only be issued with a licence for 12 months – the licence will not be renewed unless the EC or EEA licence is exchanged for a full UK licence (as required by national legislation).
  • Must participate in a medical in accordance with the Group 2 medical standards applied by the Driver and Vehicle Licensing Authority (DVLA). The medical has to be carried out by Medigold Health, at their Nottingham Centre.  
  • Must undergo and pass a knowledge test of the Bassetlaw area.  All combined Hackney Carriage and Private Hire Drivers must have an in depth knowledge of the road network allowing you to plan a journey or to locate places of interest within Bassetlaw (without the aid of satellite navigation system).
  • Must provide an enhanced criminal record check carried out by the Disclosure and Barring Service (DBS). Licences will not be granted unless the applicant is able to provide at least five years UK address history except in the following cases:
  • The applicant is able to provide a document from an EU member state, which is the equivalent of a UK issued Enhanced DBS Certificate
  • If this cannot be provided then an official document provided by the embassy of a non-EU member state will be acceptable, provided that the document can be verified and is comparable to a UK issued Enhanced DBS Certificate

In either of the cases above, the onus is on the applicant to obtain such a document, and the applicant remains liable for all associated costs.

  • If applicants have spent a period living outside the UK, they are required to obtain a Certificate of Good Conduct. The Certificate must obtain this from all non-UK countries which the applicant has lived in.
  • Must participate in Safeguarding Vulnerable Passenger Training and pass the assessment (for more information see below)
  • Must prove their entitlement to work in the UK as a Hackney Carriage/Private Hire Driver
  • Must pass a Practical Driving Assessment with the Councils named provider
  • Must provide 2 satisfactory references

Once you have completed all parts of the application process you will need to make an appointment to visit one of the Licensing Enforcement Officers to submit your application and pay the fee. At this appointment you need to bring with you the following documentation:-  

  • The completed application form.
  • Your DVLA Driving Licence and photo-card (the original and not a photocopy) showing your current address. 
  • Three colour passport size photographs taken within the last month. Please note: no sunglasses or hats to be worn.
  • The appropriate fee for either a one, two or three-year driver’s licence.
  • Practical Driving Assessment Pass Certificate
  • DBS Certificate and certificate of good conduct (if required)
  • Medical Certificate which has been certified by Medigold Health (Nottingham) 
  • Proof of your entitlement to work as a Hackney Carriage/Private Hire Driver in the UK
  • Evidence that you have attended the Safeguarding Vulnerable Person Training and passed the assessment

Applications will not be accepted without the production of the above.

In certain cases, applications may need to be referred to the Licensing committee. In these cases, the Licensing committee will make a decision on the application. A Licence will only be issued once all checks have been completed to ascertain that the you are a “Fit and Proper Person” to hold a Drivers Licence.

The Licensing Enforcement Officers will need to contact applicant’s references before a licence can be issued

Please note that cheques or postal orders should be made payable to Bassetlaw District Council.  Debit and Credit cards are acceptable via telephone or at the Council Offices, Retford, or main reception, Queen’s Buildings, Worksop.  We are unable to accept cash payments.
