The Accounts and Audit (Coronavirus) (Amendment) Regulations 2020 require that the audited accounts and opinion are published by 30 November 2020.

Notice is hereby given that Bassetlaw District Council cannot publish the audited statement of accounts by 30 November 2020, as the audit has not yet been concluded by the external auditors, Mazars LLP. 

The delay is due to the lateness of IAS19 assurance letters from the Nottinghamshire Pension Fund external auditor being made available to the Council’s external auditors.  As this assurance could impact on the valuation of the net pension fund liability within Bassetlaw District Council’s accounts, the audit cannot be concluded until these have been considered by the Council’s external auditors to enable any potential error to be quantified. 

Bassetlaw District Council Audit and Risk Scrutiny Committee, 19th November 2020, was formally advised of this matter and subject to the delegations agreed at this Committee the final audited accounts and audit opinion will be published as soon as possible after the audit is concluded.

Therefore this notice of delayed audit is being published in accordance with Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015. See attached link:

Draft Statement of Accounts 2019/20

The draft statement of Accounts for 2019/20 would normally be published by the 31 May 2020, with a period of public inspection following that date. However, in response to the coronavirus outbreak, the Ministry of Housing, Communities and Local Government has introduced the Accounts and Audit (Coronavirus) Amendments Regulation 2020 (SI 2020/404) for the Statement of Accounts 2019/20.

The requirement for the public inspection period to include the first ten working days in June has been removed. Instead local authorities must commence the public inspection period on or before the first working day of September 2020. This means that draft accounts must be approved by 31 August 2020. The publication date for audited accounts has moved from 31 July to 30 November 2020 for all local authority bodies.

Bassetlaw District Council intends to publish its unaudited Statement of Accounts on Friday 12 June 2020. The period for the exercise of public rights would then commence at 9am on the 15 June 2020 and conclude at 4pm on the 24 July 2020.
