Who has to pay Council Tax?

Police, fire and local council services are paid for by Council Tax and Government grants, and in some cases, through charges for services. Council Tax is based on property values and, in this area, is collected by Bassetlaw District Council on behalf of all four organisations.

Council Tax payment is the responsibility of owner-occupiers or, if rented, council tenants, private tenants and tenants of housing associations. Council Tax is also due on unoccupied furnished and unfurnished houses in certain circumstances. This booklet explains discounts on occupied and empty houses on page 12.

The Department for Work and Pensions (DWP) are campaigning nationally to stop pensioners missing out on an average £426 towards their Council Tax bills. DWP say that up to four out of ten pensioners fail to apply for Council Tax Benefit and three quarters of a billion pounds goes unclaimed by pensioners each year. Less than half of all home-owners, many of whom are pensioners, are claiming the money they are entitled to. This campaign is fully endorsed with a full page of information on page 13. As many people ask us about income cut off limits, information is provided about weekly income thresholds alongside the 2005/06 Council Tax levels. The amount of Council Tax for each household depends on the valuation band a properly has been placed in by the Government's Valuation Office Agency,
