Hackney Carriage and Private Hire Penalty Points Scheme

The penalty points scheme covers all holders of Hackney Carriage and Private Hire Vehicle Drivers, Private Hire Operators, Hackney Carriage Vehicles and Private Hire Vehicles.

Under previous working practices the Committee wereable to issue a warning, suspend or revoke a licence, while officers can either prosecute and/or refer the matter to the Committee. The points scheme allows specified Officers to attach points to a licence, thus bridging the gap between a warning and suspension or revocation.

I have received penalty points, can I appeal?

If you are issued penalty points by a Officer then you have the right of appeal to either the Head of Corporate Services OR Director of Corporate Resources

To make an appeal you should complete an appeal form (see link below) and return it to the Licensing Department.

Any appeal has to be made within 21 days of the date you received the notification of the issue of points letter
