What is our Work Programme 2011-12

 

For more information on items to be addressed at Overview and Scrutiny Committee meetings during 2011/12, please view the Overview and Scrutiny Committee Programme. This is updated on a monthly basis where presentations/reports need to be amended/added.

 

To develop the 2011/12 Work Programme a Scrutiny Workshop was held to discuss the topics put forward by Members, Officers and Partners. A total of 22 topics were suggested, and an information sheet incorporating background information and officer comments was prepared for each for discussion within the Workshop.

 

Stage 1 of the process involved Officers from the Policy and Scrutiny Unit initially screening the topics using a recognised flow chart created by INLOGOV – Scrutiny Work Plan Prioritisation Aid. Members carried out Stage 2 during the Workshop, when the topics were discussed and re-screened using the flow chart.

 

The Workshop produced a priority list of nine topics, which Committee Members were asked to rank in order of priority, 1-8, prior to the July Committee meeting. As there was only one health topic selected for the priority list, it was suggested that this be forwarded as the health topic to be reviewed this year. Members were also asked to consider whether one of the topics could be reviewed as a one-day snap review.

 

In 2011/12 we will carry out the following reviews

  • Review of the Future of Services at Bassetlaw Hospital
  • Review of Bassetlaw District Council Local Lettings and Choice Based Lettings Policies
  • Review of Civic Pride in Worksop and the District
  • Review of Attracting new business to rural areas/access to rural services
  • Review of Litter and the night time economy

Current Reviews

Health Panel Review of the Future of Services at Bassetlaw Hospital.

Scope

Our ambition: To secure the best possible range of services at Bassetlaw Hospital that can be delivered safely and achieve the optimum outcomes for patients.

 

Our aims are;

 

  • To understand the detail of service changes at Bassetlaw Hospital and their implications with a focus on: -

 

  1. Maternity
  2. Paediatrics
  3. Fractured Neck Of Femur
  4. Emergency Services
  5. In Patient and Out Patient Services: -

 

(Where we understand that services are to remain unchanged we want to understand the rationale for these decisions and how issues raised in previous reports regarding required service improvements are to be addressed)

 

  • To ensure that the four Department for Health tests for service re-configuration are met/have been met in respect of the five areas identified above.

 

  1. Support from GP Commissioners
  2. Strengthened public and patient engagement
  3. Clarity of evidence base
  4. Consistency with current and prospective patient choice

 

  • To establish how the need to achieve identified QIPP savings is influencing decisions on service provision at Bassetlaw Hospital.

Communication/Patient and Public Involvement

  • To ensure that the public understand what services and service standards they can expect to be delivered by Bassetlaw Hospital and that this is communicated by NHS Bassetlaw and other key players

 

Community Services

  • To establish how hospital community outreach services are to be improved to address identified deficiencies.
  • To seek clarity on the future delivery of PCT community services.

 

Sustainability of Bassetlaw Hospital

  • To find out how Bassetlaw Hospital can remain viable through creative workforce planning.
  • To find out how the anticipated shortage of junior doctors is going to be managed and what succession planning there is in place for consultants reaching retirement age.

 

Access to services

  • To ensure that Bassetlaw people can access hospital services at locations other than Bassetlaw Hospital.
  • To establish what investment there will be to improve the current offer of shuttle bus services between Bassetlaw Hospital and Doncaster Royal Infirmary and the current offer of community transport.

 

All of the information gathering from Doncaster and Bassetlaw Hospitals NHS Foundation Trust, NHS Bassetlaw and other partners will take place at four Extra-Ordinary Overview and Scrutiny Committee meetings held on:

 

Tuesday 27th September at 2pm in the Ballroom, Retford Town Hall

Thursday 13th October at 2pm in the Assembly Room, Worksop Town Hall

Thursday 3rd November at 2pm in the Ballroom, Retford Town Hall

Wednesday 23rd November at 3pm in the Ceres Suite, Worksop Town Hall

Select Panel 1:

Review of Bassetlaw District Council Local Lettings and Choice Based Lettings Policies

Scope 

Our ambition: To ensure that the Choice Based Lettings Policies are fair, equitable and transparent; reflect the needs of our communities; and meet current/proposed legislative requirements.

 

We will: -

  • review the changes that Bassetlaw District Council is proposing to the Choice Based Lettings and Local Lettings policies to determine if the changes are reasonable and to recommend additional changes if appropriate

 

  • review the Choice Based Lettings and Local Policies of authorities judged to be best practice to determine if further amendments to our own Choice Based Lettings and Local Policies policies should be recommended

 

  • review the operation of the Choice Based Lettings system and how its performance is measures (to ensure that it meets its stated objectives

 

  • review the flexibility of the policies and their ability to respond to the changing demand for social housing in Bassetlaw (e.g. the current economic climate)

 

  • review the relevance of the Sub Regional Lettings policy on Bassetlaw’s policies and on Bassetlaw residents ability to gain suitable social housing

 

  • review how the proposed benefits changes will impact on housing allocations in Bassetlaw, the continuance of tenancies and the overall demand

Select Panel 2:

Pride in Bassetlaw

Our Ambition: To define ‘Pride’ in Bassetlaw.

 

To achieve a better understanding of what is happening in the District and the actions that the Council can take to support all sections of the community to move forward in developing Pride in Bassetlaw.

 

Our Scope in more detail

 

How well do we perform at the moment?

 

The proposed structure of the review is to have a themed approach with a day event for each theme. The witnesses will give evidence on how we are performing currently and also look at best practice from other areas.

 

  • Business Leisure and Tourism - including large scale projects, gateways into the area and signage, Town Centres, the role of the business community in Civic Pride, the physical environment in the district and the role of tourism and promoting the heritage of Bassetlaw.
  • Community – including Rural Areas, Conservation Areas in Bassetlaw, the role of Civic Societies, the role of the voluntary sector, community engagement by Bassetlaw District Council and also its initiatives to promote pride in the workforce.

To understand the broadband needs of rural areas and support the funding of broadband implementation.

 

Marketing and Promotion of Bassetlaw’s Unique Selling Points

To explore the opportunities of marketing and promoting the District to other areas.

 

Enterprise

Look at some of the specific business sectors for development, including social enterprises.

 

Support for Businesses

To explore the support available to businesses and where further support could be targeted. Explore what the Council can influence to raise Bassetlaw’s profile as an attractive place to start a business
